26/11 report kept under wraps largely to shield politicians |

The RD Pradhan committee, which inquired into the 26/11 terror attacks and the adequacy of the state machinery's response to it, has raised serious questions about the role and functioning of the home ministry under RR Patil. Patil was forced to resign as home minister to take moral responsibility for the state's failures, but he is now back in the same job after the Congress-NCP alliance was voted back to power in October. Among other things, Patil has been held accountable for failing to ensure coordination of the response during the terror attacks, failing to modernise the police force and procure the right weapons, and expending energies on moral policing instead of improving security. Highly placed sources in the government gave DNA two reasons why the report, which has been quoted piecemeal in the media, has not been made public so far. "First, the report would have turned the spotlight on the (non-)functioning of the home department which was then led by RR Patil. He would have had to answer many uncomfortable questions, beginning with why the majority of the police force was focused on moral policing (banning dance bars, etc, during 2004-2008) when security should have been the priority. This was specially so in the context of the serious terror alerts sent out by the Union home ministry before 26/11." The second reason given for keeping the lid on the report is that it outlines the chain of command in intelligence gathering. It was felt that revealing the structure of intelligence flow was not in the national interest. The report points out where things went wrong. Despite having an "elaborate intelligence gathering apparatus", the state intelligence agencies were not given the alerts received from the central agencies, including the Research & Analysis Wing and Intelligence Bureau.
The home department was not aware of this lacuna. The report has found fault with the home ministry for its failure to ensure coordination between the various forces that were sent to deal with the terror attack from the night of 26/11 till the crisis ended three days later. Patil's ministry has also been accused of failing to issue clear directives to IPS officers during the crisis. The Quick Response Teams, created precisely for such situations, saw their roles being diluted before 26/11. The report emphasises that the system failed, and holds the home ministry responsible for its short-sightedness in an important area like security. The report critiques Patil for stationing himself at the control room manned by director general of police (DGP) AN Roy when he should have been at the administrative headquarters at Mantralaya during 26/11 coordinating the state's overall response to the attacks. The home minister was also criticised for sitting on files relating to procuring police weapons and modernising the force. Says a senior officer in the home ministry: "The select portions of the report which were made public along with the action taken report (ATR) by chief minister Ashok Chavan brought to light the failures of top officials. But the shortcomings of the home minister himself in executing security policies have been kept under wraps." In an earlier interview to DNA, the chief minister more or less washed his hands off the report. "By placing the ATR in the state assembly in mid-June we have already accepted our shortcomings. The ATR explains the concrete measures the government has taken to strengthen security. It is better to look ahead instead of engaging in a fault-finding exercise." For his part, Patil told DNA a few days ago: "I have no hesitation in making public the report provided we censor some sensitive portions which are not in national interest." He added: "I am not willing to accept police failure as they bravely fought and captured one terrorist." Says an official in the home ministry, "When the government took the decision to make public the ATR, the objective was to admit failures in the system and take corrective steps. The idea was to avoid taking the names of any minister or IPS officer." Insiders maintain that "Patil was forced to resign after 26/11 by his political masters to shield him from controversies. The idea was to send out a strong message to the people that he has owned moral responsibility for the terrorist strike." However, his dramatic reinstatement after the October assembly (2009) polls as home minister has set tongues wagging within the government as well as the Congress-NCP alliance. NCP sources say that Patil had suggested to party president Sharad Pawar that he should be given the home portfolio so that his (Patil's) credibility was restored. "Pawar, who was keen to award him any of the top three portfolios, readily accepted his wishes." But if the Pradhan report is finally made public, Patil - who had not read the report till recently - might find himself in a piquant situation. |
